【開幕聲明】CEDAW第5次國家報告國際審查會議

7月13日,第五次CEDAW(消除對婦女一切形式歧視公約)國際審查會議開幕,每個非政府組織代表有一分鐘時間發表聲明,向國際審查會議說明重要的婦女人權議題,本會王筱涵秘書長在簡短的時間內針對兩項重點發表聲明:
July 13th marks the opening of the international review of Taiwan's CEDAW (Convention on the Elimination of All Forms of Discrimination against Women) report. Each NGO representative has one minute to deliver a statement highlighting key women's human rights issues to the Review Committee. Within this brief time, our Secretary General Icey Wang delivered a statement focusing on two priority concerns:
一、我們強調人工流產配偶同意權限制了女性的生育自主權。許多面臨家暴或是配偶入監服刑或在國外工作的女性,會無法取得法律所要求的配偶同意,並無法獲得良好的醫療協助。且刑法墮胎罪讓我們難以提供相關支持給有需要的女性,使這些女性只能透過非法資源並面對更高的風險。
1. We emphasize that the spousal consent requirement for abortion restricts women's reproductive autonomy. Women facing domestic violence, or situations in which their spouses are incarcerated or working abroad may be unable to obtain the required consent and therefore face barriers to accessing medical care. Moreover, the criminalization of abortion prevents us from providing support. Some women are forced to seek illegal alternatives, exposing themselves to greater risks.
二、近一年多以來,政府兩度大幅放寬家庭聘僱外籍看護與幫傭的資格。但是現在家庭看護移工的工時、休假、隱私與人身安全等基本權利仍然不受法律保障。我們認為政府應儘速提出修法,將移工的聘僱、培訓、管理納入公共照顧體系,並確保移工有足夠的保障。
2. Over the past year, the government has twice significantly expanded eligibility for households to hire migrant care workers. Migrant care workers still lack legal protection for their basic rights, including working hours, rest days, privacy, and personal safety. The government should promptly amend relevant laws, incorporate the recruitment, training, and management of migrant care workers into the public care system, and ensure that they receive adequate protections.
